Good planning is the foundation on which vital communities are built. Crescent Consulting has authored master plans, zoning ordinances, land-use and zoning maps and led specialized planning and zoning initiatives for many communities in Michigan.

We’ve managed a wide range of land-use issues, from small-town growth to large-scale commercial development site planning. Our extensive experience includes:

• specialty zoning issues, such as sign regulation and wind, and energy systems;
• difficult land-use issues, such as adult businesses and jails; and
• operational planning matters, such as code enforcement, infrastructure development and brownfield redevelopment.

Cindy Winland, the principal member of Crescent Consulting, graduated from The University of Michigan in 1985 with a Master’s degree in Urban Planning and a Bachelor’s degree in Economics. She has worked in communities throughout Michigan since 1983, acquiring ten years of experience as a planner in the public sector and twelve years experience in the private sector. Cindy received her certification from the American Institute of Certified Planners in 1987, and her Professional Community Planner license in 2003.
